CHILDREN AT RISK (C@R) is a non-partisan research and advocacy nonprofit dedicated to understanding and addressing the root causes of child poverty and inequality. Established in 1989 by Houston child advocates and researchers, CHILDREN AT RISK has grown into a statewide organization tackling Texas children and families’ most pressing needs.

Our mission is to serve as a catalyst for change to improve children’s quality of life through strategic research, public policy analysis, education, collaboration, and advocacy.

Needs

CHILDREN AT RISK (C@R) began in 1989 when a group of child advocates met to discuss the lack of documentation on the status of children and the absence of strong public policy support for children. Since then, the organization has grown statewide and tackles the most pressing needs of all Texas children and families. Through our Public Policy and Law Center, established in 2006, we use policy and legal expertise as a powerful tool to drive macro-level systems change and create a better future for our children.

Celebrating its 35th anniversary this year, C@R has grown in its capacity to speak out and drive change for children and has become a key resource on children’s issues among major media outlets, public officials, and the nonprofit sector. In 2011, C@R expanded its focus to North Texas to better serve the children of the North Texas region. 

C@R fulfills the holistic needs of children throughout Texas by focusing on three main issue areas that improve the quality of life for children:   

1. Education (Early and K-12)  

2. Health, and   

3. Safety and Opportunity.   

C@R's efforts impact all Texas children; however, the organization concentrates its efforts on where they are needed most – the 1 in 5 Texas children living in poverty and the 62% of our state’s students who are deemed economically disadvantaged. In addition, C@R works to improve equity and justice for all Texas children and find solutions for problems that disproportionately affect communities of color. We do this by collecting data, collaborating for community-driven solutions, and advocating for equitable systems.  

CHILDREN AT RISK is choosing to fight for more than status quo. We are focused on the holistic needs of children in North Texas and across the state; we educate our leaders in industry and government and advocate for policies that improve the lives of all our children and their families. Today, we are transforming the ways we serve the seven million-plus Texas children.
