The Foundation is seeking funding to design and construct a park, the Southern Gateway Park, on this highway deck — creating more than five acres of new urban green space as a focal point for development and economic revitalization. This project, like similar landmark projects in Dallas, will act as the premier catalyst for development, spurring economic mobility, giving surrounding residents more access to amenities, and bridging two communities for their mutual benefit.

The Park, combined with TxDOT's recently completed project to reconstruct this stretch of highway, is the largest capital project of its kind in the history of Southern Dallas. The overall budget for Phase I of the park is $112 million, $47 million of which was used to building the infrastructure to support the park. The design and construction costs for the overlaying deck park are estimated at $65 million.

Mission

The mission of the Southern Gateway Public Green Foundation (“The Foundation”) is transformational change of communities in Southern Dallas through a catalytic investment in infrastructure. The construction, presently underway, of a transformative deck park (“Southern Gateway Park” or “Park”) across I-35E in Southern Dallas will attack the chronic challenge of the city’s North-South divide. The Park will be built via a public/private partnership with the City of Dallas, North Central Texas Council of Governments (NCTCOG), and the Texas Department of Transportation.

Specifically, the Park will bridge the interstate providing a conduit for the vibrancy of the Bishop Arts District and Jefferson Boulevard Corridor to finally reach I-35E and merge into East Oak Cliff and the area surrounding the Dallas Zoo. Together with the Dallas Zoo’s intent to invest over $100 million on a new Master Plan, the collective capital investment will total over $300 million in this historically underserved area. Together, the Park and the Zoo will promote a unified Southern Dallas community and energize new economic mobility, defined by the area’s unique culture and history. The Foundation’s bold, transformational investment in infrastructure, will play an integral part in propelling Dallas towards its future.

The Southern Gateway Public Green Foundation is working to enact it's Equitable Development Plan, which includes a tool kit of equitable strategies that utilizes policy, planning, and tactical tools to meet a diverse set of community needs within six impact areas: History + Culture, Health + Wellness, Educational Opportunities, Economic Development, Diverse Housing Options, and Safe + Stable Neighborhoods.
